Position Description/Summary:
Ensure policies and procedures are in compliance with professional standards, state and federal regulatory requirements. Establish and maintain internal controls to support the financial infrastructure. Present financial reporting and potential risk areas to senior management. Oversee accounting, financial reporting (including EVMS), analysis and preparation of the consolidated financial statements, including schedules for tax compliance.  Ensures all financial billing, invoicing, reporting is accurate and timely IAW CDRLs and DRDs within the contract Task Order  
  •  Independently performs all tasks relevant to the Contract PWS.
  • Performs materiel solution analyses leading up to design reviews. Produces or supports development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule and performance. 
  • Conducts research and provide inputs to program financial management including: budget formulation and management for all phases of the Planning, Programming, Budgeting and Execution process; budget and financial analysis; obligation and expenditure forecasting; funds management, funds status, and funds control techniques and/or systems; and accounting and finance systems and/or procedures.
  • Researches and assists with the development of funds reconciliation
  • Assists on the development, analysis, and maintenance of the master integrated program schedule from concept exploration to fielding a system; utilize networking software tools and capabilities to support lower tier schedule networking, network statusing, generation of network graphics, assignment of realistic durations and relationships to network elements; evaluate contractor proposed schedules against government schedules; assess government program office schedules against schedule databases; conduct probabilistic and deterministic risk assessments on both contractor and government schedules by performing a schedule risk assessment (SRA)
  • Reviews team planning; support program offices in performance analysis; train integrated baseline and surveillance review teams on Earned Value Management and analysis techniques. 
  • Establishes and maintains effective professional working relationships with co-workers, and customers. 
  • Follows policies and procedures as described in corporate manuals and directives.
  • Attends work each day during scheduled work hours unless on approved travel or time off. 
  • Performs occasional travel to contractor and customer sites, as required. 
  • Works flexible hours, including occasional overtime. 
  • Carry’s out other duties as may be assigned or requested. 
  • Submits monthly status reports and other information as requested 
  • Prepares CDRL inputs including the Task Order’s Monthly Status Report.
Minimum Position Requirements: 

WORKING CONDITIONS
  • Perform occasional travel to contractor and customer sites, as required.
  • Work is performed indoors with some potential risks to safety and health hazards related to electronics.
QUALIFICATIONS:
  • A Senior labor category has a minimum of 10 years of experience and a Master’s degree or a minimum of 20 years of experience and a Bachelor’s degree. A Senior labor category typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. 
  • Must obtain and maintain a government security clearance at the required level (NAC).
  • Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel) and other standard (Customer specified) applications.
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.
Physical Skills and Abilities:
  • May require lifting up to 25 pounds.
  • Requires visual acuity to use a keyboard and monitor.
