Position Description/Summary: 
The Release Train Engineer (RTE) is a servant leader and coach for the Agile Release Train (ART). The RTE’s major responsibilities are to facilitate the ART events and processes and assist the teams in delivering value. RTEs communicate with stakeholders, escalate impediments, help manage risk, and drive relentless improvement. This position is the focal point for SAFe practices and execution for the United States Air Force Maintenance, Repair, and Overhaul Initiative (MROi) globally.

Details: The RTE facilitates ART processes and execution. They escalate impediments, manage risk, help ensure value delivery, and help drive relentless improvement. Many also participate in the Lean-Agile transformation, coaching leaders, teams, and Scrum Masters in the new processes and mindsets. They help configure SAFe to the organization’s needs, standardizing and documenting practices.

  • Manage and provide servant leadership to the Team Diligent agile scrum teams supporting the required customization of the Oracle EBS implementation for the MROi program.  
  • Manage and optimize the flow of value through the ART using various tools, such as the Program Kanbans and other information radiators
  • Establish and communicate the annual calendars for Iterations and Program Increments (PIs) 
  • Facilitate PI Planning readiness by fostering a Continuous Exploration process which drives the synthesis of a Vision, a Roadmap, and Backlogs, and through Pre- and Post-PI Planning meetings 
  • Facilitate the PI planning event 
  • Summarize Team PI Objectives into Program PI Objectives and publish them for visibility and transparency 
  • Facilitate periodic synchronization meetings, including the ART sync at the Program Level
  • Coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets 
  • Help manage risks and dependencies 
  • Escalate and track impediments 
  • Provide input on resourcing to address critical bottlenecks
  • Ability to help align and navigate through government processes
  • Encourage collaboration between teams and System and Solution Architects/Engineering 
  • Work with Product and Solution Management, Product Owners, and other stakeholders to help ensure strategy and execution alignment 
  • Improve the flow of value through value streams by improving and assessing the DevOps and Release on Demand competency 
  • Help drive the Lean User Experience (UX) innovation cycle 
  • Understand and operate within Lean Budgets and ensure adherence to Guardrails 
  • Facilitate System Demos and Solution Demos 
  • Drive relentless improvement via Inspect and Adapt workshops; assess the agility level of the ART and help it improve 
  • Foster Communities of Practice and the use of engineering and Built-In Quality practices

Minimum Position Requirements:
Experience with both commercial and federal Agile programs (Desirable)
JIRA knowledge and experience (Highly Desirable)
Prior experience working with teams in a SAFe Agile environment
Demonstrated knowledge of Agile principles and practices
Responsible for advanced agile coaching with teams and stakeholders
Responsible for scrum master duties for at least 2 agile teams, and program level duties for medium to large program
Track record of success managing multiple, complex work streams in parallel
Financial reporting and forecasting experiences with budgets of $1M +
Presence and diplomacy
Well-honed communication skills that are tailored to audiences appropriately
Demonstrated facilitation and negotiation skills
Experience preparing reports/presentations and delivering them to executive level stakeholders
Proven ability to lead through influence and remove roadblocks
Must be able to obtain and hold in good standing an Information Assurance Manager (IAM) Level I IAW DoDi-8570.01M

Certifications/Education Required:
  • Bachelor’s degree in Computer Science or related field
  • Certified Scrum Master CSM (Required)
  • Certified SAFe Program Consultant SPC (Required)
  • Certified Product Owner CSPO (Desired)
  • Certified SAFe Release Train Engineer RTE (Required)
  • Security + or equivalent IAM Level 1 Certification
